Upstairs in Lumbridge castle. Talk to the Duke to get one. You need to do the Dragon Slayer quest before you can get one.

The Anti-dragon shield gives a great protection against dragons' fire breath, so it should always be used when killing dragons. It is needed during the Dragon Slayer quest to kill Elvarg.
