To make this shield, you have to join a Shield left half and Shield right half together. The Shield left half is a rare monster drop, and the Shield right half can be bought in the Legends' Guild for 750K. To join them, use the pieces on an anvil while having a Hammer in your inventory (level 60 Smithing needed).
