Item uses
Use the haysack with a Bronze spear, then with a Watermelon to get a Scarecrow.

Where/how to get
Use an Empty sack with a Haystack. There is a haystack just north of the farming shop north of Ardougne, and near the farming shop between Falador and Port Sarim.
