Kill Goblins during the first part of the Rag and Bone Man quest.

During the first part of the Rag and Bone Man quest, you will need this bone. Use it with a Pot of vinegar. Then, put your logs under the pot-boiler next to the Rag and Bone man, and use the pot with bones on the pot-boiler. Use your tinderbox and fire the logs. Just wait some seconds and the bones are polished and cleaned.
